- Conduct timely advance and final payments for land reclamation techniques, machines and other mechanical means that are made pursuant to the placing of orders;
- conclusion of lease agreements and the transfer of building and operating water management organizations working on land reclamation and water user associations and farmers to lease land reclamation equipment, machinery and other mechanical aids.

- Involvement of donors, including international financial institutions on a preferential basis for the formation of resources intended for the purchase of land reclamation equipment, machinery and other mechanical means;
- monitoring the timely receipt of payments under the lease.
