- coordinating, monitoring and registration of those dissertation research for the degree of Doctor of Science on the basis of the results of tests to determine the tendency of applicants to the conduct of scientific and pedagogical work;
- carries out a systematic monitoring of the quality of scientific and scientific-pedagogical personnel Institutes of senior researchers and self-seekers;
- Develops and maintains the established order within its jurisdiction regulations in order of formation and organization of the research councils to award the degree of Doctor of Science and expert advice, the provisions of the doctoral degree and academic degrees;
- creates motions of the ministries and departments of the Academy of Sciences of the research councils to award the degree of Doctor of Science at the leading higher education institutions and research institutes, according to their personal composition, establishes a list of occupations for which they have the right to receive a thesis defense.

- ensuring the practical implementation of the laws of the Republic of Uzbekistan, decrees, resolutions and orders of the President of the Republic of Uzbekistan, decrees and orders of the Cabinet of Ministers and other legal acts in the field of certification of scientific and scientific-pedagogical personnel;
- implementation of a uniform state policy, organization, control and coordination of activities in the field of certification of scientific and scientific-pedagogical personnel;
- ensuring the unity of the requirements for the doctoral dissertation work and job seekers doctoral degree and academic qualifications;
- contribute to improving the quality of scientific and scientific-pedagogical personnel, improve the efficiency of their use, taking into account the needs of society and the state and prospects of development of science, education, engineering and technology;
