Licensing of activities of legal entities in the telecommunications exercised by the Ministry for Development of Information Technologies and Communications of the Republic of Uzbekistan in accordance with the "Regulation on licensing activities in the telecommunications sector", approved by the Cabinet of Ministers of 22.11.2000, № 458 "On Measures for improve the system of governance in post and telecommunications".

To obtain a license the license applicant shall submit to the licensing authority the following documents:a) the application for a license in the prescribed form indicating:
names and the legal form of legal entity , its location ( postal address ) , names banking institutions and bank account in a banking institution ;
licensed activity (or part thereof ) which is a legal entity intends to carry out , and the time within which to perform the specified activity;
b) a copy of the certificate of state registration of a legal entity;
c) a document confirming the license applicant a fee of two minimum wages for consideration by the licensing authority of the application;
d) a copy of the certificate of state registration of the legal entity of the Uzbek Agency for Press and Information for obtaining a license to operate and provide services distribution networks ( broadcast ) television and radio as a broadcaster ;
e ) a list :
major telecommunications means ( available on the property rights or other legal basis ) with their characteristics , ranges and radio ratings ( if used) - to receive a license to operate , and ( or) services of telecommunications networks ;
hardware ( available on the property rights or other legal grounds ) and legal documents required for the design , construction - to obtain a license to design and (or ) the construction of telecommunications networks ;
f) management plan and forecast of the network, other relevant information , depending on the work performed in the prescribed form ( the number of subscribers , ports intercity , international stations , systems and data networks , coverage and other parameters for specific networks or telecommunications facilities );
g) documents proving the ability to perform the license applicant requirements and conditions imposed to obtain a license for certain activities in the telecommunications sector :
duly certified copy of the diploma work book specialists in designing, building telecommunications networks - for a license to design and (or ) the construction of telecommunications networks ;
Finally, the relevant authorities of compliance of sanitary, fire protection standards and activities of the facility;
A statement of the use and control of radio frequencies Republic of Uzbekistan on the possibility of using frequency assignments capacity data transmission devices ( to obtain a license for the activities related to the use of radio communication equipment );
in the case of alleged use of equipment belonging to another person , it is a confirmation of rent ( use) of this equipment. Confirmation may be provided in the form of a contract or a copy , duly certified .

State duty is set Resolution of the Cabinet of Ministers of Uzbekistan 24.10.2001g . Number 421 " On approval of the size of the state duty to carry out activities in the field of telecommunications ."State duty is set based on a multiple of one year (except for the design, construction , operation and service of data transmission networks ) minimum wage , established on the date of payment of the state fee .State fee paid in sizes that are multiples of the period for which the license is issued .State fee may be paid in equal annual installments during the term of the license or may be paid at the same time for the entire duration of the license .If the licensee within three months from the date of (delivery) notice of the decision to issue a license to the licensing authority has not submitted a document confirming payment of the state fee for a license or license agreement is not signed , the licensing authority may revoke the said license .For consideration by the licensing body of the application of the license applicant for each activity fee of twice the minimum wage established in the Republic of Uzbekistan.e) management plan and forecast of the network, other relevant information , depending on the work performed in the prescribed form ( the number of subscribers , ports intercity , international stations , systems and data networks , coverage and other parameters for specific networks or telecommunications facilities );g) documents proving the ability to perform the license applicant requirements and conditions imposed to obtain a license for certain activities in the telecommunications sector :
The decision to grant or deny a license the licensing authority receives no later than thirty days from the date of receipt of the application of the license applicant with all necessary documents .Experts Commission within a period not exceeding twenty days of the receipt of the license applicant with all necessary documents , review the documents submitted and make judgments on them to grant or deny a license based on the conclusions Monitoring Center in Mass Communications of relevant activities in telecommunications.Licensing authority within ten days based on the findings of the expert committee decides to grant or deny a license .The licensing authority shall notify the license applicant of the decision within three days of the decision in writing with details of the bank account and the date of payment of the state fee .Issuance of licenses made within one day after paying the license applicant state fee and the signing of the license applicant and the licensing authority of the license agreement .

Reasons for denial of a license or license renewal may be:
representation of the license applicant improperly documented ;
presence in the documents submitted by the license applicant , false or distorted information ;
inconsistency of the license applicant licensing requirements and conditions , as well as the conditions of competition ( tender ) .
Denial of licenses on other grounds , including on grounds that are not allowed.Notice of refusal to grant a license is sent ( delivered) to the license applicant in writing, specifying the reasons for the refusal and the period during which the license applicant , eliminating these causes, may submit the documents for review. Period specified in the notice of refusal to grant a license , should be proportionate to the time required to address shortcomings.
The license applicant has the right to appeal the decision of the licensing authority to refuse to issue a license, as well as actions (inaction) of an official of the licensing authority in the manner prescribed by law.
