To obtain a license a licensee shall submit to the licensing authority :
a) application for a license with the name and organizational-legal form of legal entity, its location (postal address), name of the institution and the bank account number in the establishment of the bank, licensed activity (indicating the form of lotteries), which entity intends to carry out;
b) a copy of certificate of state registration of a legal entity;
c) a document confirming licensee fee for consideration of the application by the licensing authority of the license applicant; d) documents confirming the formation of the authorized fund;
e) a copy of the work book manager and chief accountant of the license applicant;
f) Calculation of the established standards on the financial performance of licensee;
g) certified by the seal of licensee and project conditions of the lottery, which involves organizing the license applicant .

For licensing state duty in the amount of thirty-five times the minimum wage.
During consideration of the application of licensee a fee of 50 percent of the minimum wage set by law. The fee for examining the application of the license applicant is credited to the licensing authority. In case of cancellation licensee's submitted application amount paid fee is not refundable.
The licensing authority after a decision within three days notify in writing the license applicant of the decision.
Licenses are issued and executed within two days after the submission of the license applicant document confirming payment of the state fee and signing of the license agreement.

Licensing authority within four days on the advice of the expert committee decides to grant or deny a license.
The license may be refused on the grounds specified in Article 17 of the Law of the Republic of Uzbekistan "On licensing certain types of activities."
Licensee has the right to appeal the decision of the licensing authority to refuse to issue a license, as well as actions (inaction) of an official of the licensing authority in the manner prescribed by law.
